One week in Albany

Days 1-3: Downtown Albany
Base yourself downtown for the first three nights. Family travelers do well at the Renaissance Albany on Broadway (from about $170 a night) or the Hampton Inn & Suites on Chapel Street ($150 area). Both put you inside a 10-minute walk of the Capitol and Empire State Plaza. Day one is the Capitol, Plaza, and Corning Tower observation deck. Day two, the Albany Institute of History & Art and the New York State Museum, which is free and takes a solid three hours if you have kids.
Day three, walk Lark Street and Washington Park, then cross to the Hudson via the Skyway for waterfront trails and the USS Slater.
Day 4: Saratoga Springs
Drive or take Amtrak 30 minutes north to Saratoga Springs. In summer the racetrack is the draw; the rest of the year, it's Broadway shopping, the Saratoga Spa State Park mineral springs, and the National Museum of Racing ($10). Lunch at Hattie's Chicken Shack, dinner at Druthers Brewing before heading back.
Day 5: Hudson and the river towns
South to Hudson, 40 minutes down the Taconic. Warren Street is packed with antique shops and independent restaurants; Olana, Frederic Church's Persian-style estate above the river, charges $25 for house tours and is worth the reservation. Get back to Albany for dinner.
Days 6-7: Berkshires and back
Cross into Massachusetts for a night in the Berkshires. Williamstown's Clark Art Institute ($20) and MASS MoCA in North Adams ($22) are the anchors. Stay in Williamstown at the Williams Inn (from $200) and drive back to Albany on day seven via Route 2, stopping at the Petersburg Pass overlook.

Yes, for the city alone. Albany's core sights fit in 2 to 3 days. A week works if you use it as a base for Saratoga, Hudson, and the Berkshires.
For days 4 through 7, yes. You can survive Albany itself on foot and CDTA buses, but the day-trip towns are 30 to 90 minutes out and not well served by transit.
Late July through Labor Day. Outside that window Saratoga is quieter and hotels drop by 30 to 40 percent.
The Renaissance, Hampton Inn, and Homewood Suites all have family rooms and pools. Verify pool hours at booking — several downtown properties have limited weekend access.
